On February 2nd, the International Baccalaureate (IB) and Egypt’s Ministry of Education and Technical Education have signed a Memorandum of Understanding (MoU) that formalises and deepens their long-standing cooperation, marking a significant step toward expanding access to IB programmes across the country.
The agreement establishes a strengthened framework for cooperation aimed at supporting both new and established schools seeking to offer IB education in Egypt. Through this MoU, the IB and the Ministry commit to collaborating more closely to streamline administrative processes, enhance school support services, and advance shared goals of educational excellence aligned with Egypt’s vision for globally minded, future‑ready learners.
The MoU was signed by Mr. Haif Bannayan, the IB’s Director for Europe, Middle East, Africa and Canada, and Dr. Ayman Bahaaeddin, Deputy Minister of Education and Technical Education. The ceremony took place at the Ministry’s headquarters in Cairo, in the presence of His Excellency Mr. Mohamed Abdel Latif, Minister of Education and Technical Education, and Dr. Kawther Saa’d AlDin, IB Development and Recognition Manager for Egypt.



Also present at the event were Mr Hisham Gaafar, General Manager of the General Department for Private and International Education at the Ministry, together with members of the executive committee of the IB Schools in Egypt Association (IBSEA), whose support and sustained engagement were instrumental in enabling the successful conclusion of this milestone. The attending IBSEA members included the chair of the Association Ms. Ghada Dajani, Ms Abeya Fathy, Ms. Riham Helmy, Ms. Mona Khalil, and Ms. Yasmin Hamouda.
During the meeting, the Minister highlighted ongoing national education reform initiatives and reaffirmed the Ministry’s commitment to ensuring that the IB’s philosophy and best practices are reflected in schools throughout Egypt. His Excellency commended the IB for being among the best education systems in the world and expressed the Ministry’s readiness to facilitate the expansion of IB programmes across diverse school contexts.

The signed MoU underscores a shared commitment between the IB and Egypt’s Ministry of Education to broaden access to high‑quality, internationally recognised education—empowering educators, enriching school communities, and preparing students across Egypt to thrive in an increasingly interconnected world.
